- Sauté chopped onions in a skillet over medium heat until they're translucent, about 5 minutes. Then, add the lean ground beef and minced garlic; cook until nicely browned, about 7-10 minutes.
- Combine the beef mixture with tomato sauce, uncooked rice, salt, pepper, and Italian herbs; let it simmer briefly.
- Layer half of the chopped cabbage in your greased casserole dish, then spoon on half of the beef mixture. Repeat this process.
- Sprinkle shredded sharp cheddar cheese on top of the casserole. Bake uncovered for 30-35 minutes, or until bubbly and golden.
