- Preheat your oven to 350°F (175°C) and generously grease a baking pan.
- Whisk together the flour, cocoa powder, baking powder, and granulated sugar in a mixing bowl until well-combined and fluffy.
- Mix melted butter, eggs, vanilla extract, and peppermint extract in another bowl until smooth, then combine with the dry ingredients, stirring gently.
- Fold in chocolate chips gently to retain their shape.
- Pour the batter into the prepared pan and bake for 25-30 minutes, testing with a toothpick for doneness.
- Beat cream cheese and powdered sugar until light and fluffy, gradually adding milk to reach the desired consistency.
- Once cooled, spread the frosting over the bars and cut into squares. Optionally top with crushed peppermint candies.
